Disclosed is a cooling tower reducing noises and white smoke. According to an aspect of the present invention, the cooling tower reducing noises and white smoke comprises: a cooling tower main body in which cooling water is cooled by heat exchange with air, and of which an upper surface has an air discharge port; a chamber which is disposed on the cooling tower main body, and in which an upper surface, a lower surface, and at least one side surface are opened; a first steam filter unit for closing the opened side surface of the chamber; a noise reduction unit disposed in the chamber and reducing noises while allowing the air to pass therethrough; and a damper unit allowing or preventing flow of the air from the chamber to the noise reduction unit. Moreover, the chamber has an air passage to connect the upper surface to the lower surface of the chamber.
