Disclosed is a method for detecting a flood based on an image to detect a flood by using a plurality of spectral exponents. The method for detecting a flood based on an image comprises the following steps of: calculating first and second spectral exponents for a target region image using a multispectral image of a target region; applying the first and second spectral exponents to the target region image to generate first and second spectral exponential images; fusing the first and second spectral exponential images using a first function; and determining a flood area in the target region image according to a pixel value of the fused images.
