The present invention relates to a steel wire for cold forging having excellent deformation characteristics and tensile strength after cold forging and a method for manufacturing the same. According to an embodiment of the present invention, a steel wire for cold forging having excellent deformation characteristics and tensile strength after cold forging and a method for manufacturing the same are provided, and the steel wire for cold forging includes 0.2-0.4 wt% of C, 0.4-1.0 wt% of Mn, 0.2-2.0 wt% of Co, 0.1-0.5 wt% of Mo, 0.02-0.04 wt% of Al, 0.035 wt% or less of P, 0.040 wt% or less of S, 0.005 wt% or less of O, 0.005 wt% or less of N, 0.001-0.003 wt% of B, and the remaining of iron (Fe) and other inevitable impurities. Moreover, a microstructure is a composite structure of ferrite and pearlite, and average grain size of prior austenite is equal to or less than 10μm.
