The present invention relates to a hopper driving device for a seedlings transplanter. The hopper driving device which transplants seedlings in the ground while rotating with movement of a seeding transplanter by interworking therewith, comprises: a rotary driving unit rotated by receiving power from the power of a seedling transplanter, and including a sun gear fixed to the center thereof and a planetary gear revolved around the sun gear; a swing driving unit interworking with the planetary gear, and swinging a pair of swing levers within a predetermined angle range in accordance with rotation of the rotary driving unit; and a hopper operation unit coupled to an end of the swing levers to always maintain a hopper in a vertical state, and opening the hopper when the rotary driving unit approaches the ground to transplant seedlings in the ground.
