A movable landfill waste layer reclamation apparatus of fine dust and hazardous materials reducing type of the present invention comprises: a movable thrust device (1); and a thrust conveying rail unit (2). The apparatus can be applied not only to the waste landfill site, but also to household waste landfill site and bed excavation construction site, thereby preventing 80% of fine dust dispersion and generation.
