According to an embodiment of the present invention, an intelligent safety management system comprises: a first sensor unit installed in a safety helmet of a worker in a construction site to collect brain wave data and voice data of the worker; a user device paired with the first sensor unit to receive the brain wave data and the voice data of the worker from the first sensor unit, collecting bio-data including a heart rate, body temperature, oxygen saturation, and blood pressure of the worker, and location information and altitude information of the worker, and transmitting the brain wave data, voice data, bio-data, location information, and altitude information of the worker; and a server for receiving the brain wave data, voice data, bio-data, location information, and altitude information of the worker from the user device, determining an emotion state of the worker through analysis of the brain wave data and voice data, determining a biorhythm of the worker through analysis of the bio-data, and monitoring a safety state of the worker in real time based on the determined emotion state and biorhythm, the location information, the altitude information, and structure information of the construction site, wherein the server provides alarm data to the user device if it is determined that the safety state of the worker deviates from a preset safety standard, and the user device outputs voice data corresponding to the alarm data through a speaker attached to the safety helmet.
