A pack anchor device for reclaimed and fill-up ground according to the present invention comprises: an expansion pack which is inserted into a perforation hole formed by perforating reclaimed and fill-up ground and forms a frame to be expanded upon pressurized grouting; a plurality of tensile steel wires which is installed along the longitudinal direction inside the expansion pack to store a tensile force during repetition of pressurized grouting and drawing; a wire fastener which is provided at a center portion of the plurality of tensile steel wires and fixes the same; a grout injection hose which is installed along the longitudinal direction inside the expansion pack together with the plurality of tensile steel wires to inject grout into the expansion pack; a pack protection net which is provided outside the expansion pack to surround and protect the expansion pack; and one of a corrugated tube part which is provided in a vertically opened body to surround the plurality of tensile steel wires and the grout injection hose in the expansion pack and has an outer circumferential surface formed in a plurality of corrugated shapes, a cylindrical straight tube, and a polygonal tube. While a fabric pack is inserted into the perforation hole for perforating the reclaimed and fill-up ground with poor construction conditions, such as the ground is fragile and filled with rubble stone, and is expanded without the grout injected into the inside being lost to the outside upon pressurized grouting, the collapse of the perforation hole is prevented. Even if the perforation hole is collapsed, a solid foundation structure can be easily constructed by performing smooth expansion, hardening, and curing in a fixing zone regardless of this. It is possible to prevent breakage such as tearing of an earth anchor pack due to expansion during pressurized grouting in the perforation hole.
