The present invention is characterized by comprising: a support panel arranged to maintain an interval from the upper surface of a slab dividing layers of an apartment house, and having a plurality of mounting groove units at the lower surface; a buffering unit interposed between the support panel and the slab, and supporting the support panel to be vertically movable while constraining a descending motion of the support panel below a predetermined level; a buffering mat accumulated on the upper surface of the support panel and having a plurality of buffering groove units successively formed on the bottom surface opposed to the support panel, and a plurality of buffering protrusions successively formed on the upper surface; a sound insulation sheet accumulated on the upper surface of the buffering mat, and formed by stacking an EVA resin pad, a Styrofoam pad, and a sponge pad; a cement mortar layer placed at the upper surface of the sound insulation sheet, and impregnated such that a plurality of hot water pipes can be connected to communicate; a surface finishing layer accumulated on the upper surface of the cement mortar layer, and forming an indoor floor surface of an apartment housing; and a dispersion unit dispersing, when a load is focused at one side of a floor structure, the load by filling air in other portions such that air filled in a portion at which the load is focused can be spread to peripheral regions, thereby allowing the load to be dispersed to the entire floor structure.
