The present invention relates to a high efficiency smart heating pavement road structure and a smart heating pavement construction method of a road, which form a groove on an upper surface of a road, construct an insulation primer layer on an inner surface of the groove to minimize heating energy loss of an electrothermal wire provided in the groove, and form a filling finishing layer and a surface finishing layer using a thermal storage finishing material having excellent thermal conductivity and thermal storage performance in the groove and on the upper surface of the road so that the high heat efficiency electrothermal wire provided in the groove is embedded therein, thereby protecting the electrothermal wire, quickly transferring heat and minimizing heat loss into air to largely improve snow melting and snow freezing efficiency.
