The present invention relates to an outdoor type human body sensing apparatus for solving a malfunction problem, a system thereof and an operating method therefor. According to the present invention, the human body sensing apparatus provided in an arbitrary space comprises: a sensor unit including a first sensor for sensing movement of an object by using a microwave reflected from the arbitrary object and a second sensor for sensing a change in the temperature of the space by using infrared rays emitted from the object; a detecting unit determining that a user exists in the space when the movement is detected through the first sensor and the temperature change sensed by the second sensor is equal to or greater than a reference value; and a communication unit transmitting a result of the determination to a pre-connected device or server. According to the present invention, human body detection can be performed in a state of waiting after predicting whether or not a human body is sensed in consideration of a moving direction and the speed of a user passing through the human body sensing apparatus, thereby enabling quick and accurate detection of the human body.
