The present invention relates to a method for warning of the risk of ground subsidence based on monitoring of an underground water level, which monitors changes in the underground water level during a process of ground excavation in the periphery of an excavation site, such as an excavation construction site for the underground part of a building in a downtown area, determines that the risk of ground subsidence near the excavation construction site is high when the change in the hydraulic gradient of underground water suddenly exceeds a predetermined threshold, and creates a warning to quickly establish proper measures for ground subsidence, thereby effectively preventing an accident caused by ground subsidence, and to an apparatus for warning of the risk of ground subsidence, which determines whether the risk of subsidence of the ground exists around the excavation site by the method, and notifies a manager of the determination result.
