The present invention relates to a pipe corrosion inhibition and rust removal apparatus having a foreign substance discharge function and an inspection function. The pipe corrosion inhibition and rust removal apparatus includes: a housing installed between pipes, and comprising an inlet placed on one side, an outlet placed on the other side, a space part of a predetermined size formed in the inner center, a drain port placed on the floor of the space part, and a cover installed on an open upper surface of the space part; and a foreign substance block member installed in the space part of the housing to divide the space part into sides for the inlet and the outlet, and including a plurality of through holes formed on the surface. According to the present invention, rust on a pipe is removed as fluids flowing through the housing react to tourmaline on the inner surface of the housing, and the corrosion of the pipe is inhibited through a foreign substance blocking plate at the same time as foreign substances filtered out by the foreign substance blocking plate are discharged to the outside, and thus, efficiency in water treatment can be doubled.
