The present invention relates to a fixed temperature and pressure type tube liner apparatus for non-excavation water supply and drainage repair and a non-excavation water supply and drainage repair method using the same. The present invention mixes vapor and compressed air, automatically injects the mixed vapor with appropriate temperature and pressure through a program, and stiffens a tube liner, thereby overcoming limits of a manual manner, reducing generation of condensate water in the tube liner, being capable of construction of a rigid stiffening pipe and uniformity of quality through automatic fine adjustment of the temperature and the pressure, and constructing the optimum stiffening pipe.
