The present invention relates to a photovoltaic-thermal (PVT) composite panel for PVT power generation comprising: a photovoltaic (PV) panel receiving solar light to generate electric energy; a solar heat absorbing plate provided at a lower part of the PV panel to absorb heat energy; and an insulator provided at a lower part of the solar heat absorbing plate to form a heat energy transfer means transferring heat energy absorbed from the solar heat absorbing plate, and blocking loss of the heat energy. The PV panel and the solar heat absorbing plate are laminating-connected to each other and are integratedly provided as a PVT laminated unit. According to the present invention, the PVT composite panel for PVT power generation minimizes heat resistance between each of heat transfer medium components such as the PV panel, the solar heat absorbing plate and the like so as to increase durability and performance, and reduces the whole weight and volume so as to have a compact appearance.
