The present invention relates to an apparatus and a method for manufacturing a cosmetic cotton pad, which can produce a cosmetic cotton pad having a plurality of different kinds of fabrics arranged on front, rear, and central surfaces and having a brand or logo pattern formed on the front and rear surfaces. The apparatus of the present invention comprises: a fabric supply unit (100) for supplying first to third fabrics at different positions; a pattern forming unit (200) for pressing the first and second fabrics supplied from the fabric supply unit (100) to form a brand or logo pattern; a fabric attaching unit (300) for forming a fabric by stacking and attaching the third fabric between the first and second fabrics having a pattern formed thereon; a sealing unit (400) for forming a heat-fused surface at regular intervals from the fabric formed by the fabric attaching unit (300); and a cutting unit (500) for cutting a heat-fused surface of the sealed fabric in a longitudinal direction to form a plurality of cotton pads.
