A unified candidate block set is proposed for both adaptive motion vector prediction (AMVP) mode and merge mode for use in inter prediction. In general, the same candidate block set is used regardless of which motion vector prediction mode (eg, merge mode or AMVP mode) is used. In another embodiment of the present disclosure, one candidate block in the set of candidate blocks is designated as an additional candidate block. A further candidate block is used when one of the other candidate blocks is unavailable. The present disclosure also proposes a checking pattern in which the left candidate block is checked in front of the lower left candidate block. Also, the upper candidate block is checked in front of the right upper candidate block.
