Disclosed are an adaptive heuristic-based load balancing method and an evacuation guidance device. According to one embodiment of the present invention, the load balancing method performed in the evacuation guidance device comprises the steps of: calculating an evaluation function based on sensing data collected from each node; generating an evacuation route in accordance with the calculated evaluation function; and re-discovering the evacuation route by applying load balancing considering risk factors included in the sensing data.
