The present invention relates to a cobalt-based catalyst for water gas transition reaction in which an alkali metal or alkaline earth metal is added as a cocatalyst, and a method for preparing the same. Specifically, a cobalt / cerium oxide catalyst including an alkali metal or an alkaline earth metal as a cocatalyst is prepared.
