The present invention includes: a preparing step of cutting a stacked portion of a bridge upper portion so that a slab is exposed; a surface processing step of arranging a surface of the slab; an adhesive layer forming step of applying adhesive to an exposed portion of an upper end of the slab to form an adhesive layer; a waterproof layer forming step of spraying a waterproof material on an upper portion of the adhesive layer to form a waterproof layer; a reinforcing step of constructing a grid on an upper portion of the waterproof layer to form a reinforcing layer; an elastic connecting part installing step of connecting a connecting part formed on each edge of a plurality of slabs with an elastic connecting part; and a finishing step of laying asphalt concrete on an upper portion of the reinforcing layer and placing mortar or concrete on the connecting part.
