The present invention relates to a cosmetic composition comprising a stem cell culture and a method for producing the stem cell culture. More specifically, the present invention relates to a composition for wound treatment, skin improvement and hair loss prevention and treatment comprising a stem cell culture solution obtained by three-dimensional culture of stem cells under hypoxic conditions as an active ingredient.
