The present invention relates to a cosmetic composition which maximizes skin transfer efficacy by making oxyresveratrol and dioscin into liposomes, which are components contained in a Smilax china extract, and a manufacturing method thereof. More particularly, the present invention relates to a cosmetic composition, wherein oxyresveratrol and dioscin derived from Smilax china extract have tyrosinase inhibitory effect, thereby exhibiting skin whitening effect, have collagenase and elastase inhibitory effect, thereby exhibiting anti-wrinkle effect, and further making the active components into liposomes as a cosmetic raw material, thereby increasing skin transfer efficacy.
