The present invention relates to a low-temperature denitration catalyst for selective catalytic reduction reaction in which a catalytically active material is supported on a carbon material, and more particularly, to a method for removing nitrogen oxides in exhaust gas at low temperatures despite a small amount of manganese and cerium. This excellent, treated gas does not cause secondary environmental pollution, and has excellent wear resistance and strength, which does not reduce nitrogen oxide removal efficiency even during long-term operation, and it is easy to manufacture, which contributes to the commercialization of carbon material.
