The present invention provides a method for calculating the amount of soil moisture using a GPS reflected wave signal and a device thereof. According to an embodiment of the present invention, the device for measuring the amount of soil moisture using a reflected wave signal of a GPS satellite comprises: a processor; and a memory coupled to the processor. The memory is configured to: obtain an SNR of an LHCP signal which is a GPS reflected wave signal reflected from soil according to a change in an altitude angle of the GPS satellite, calculate a regression equation corresponding to the SNR according to a change in the altitude angle, and store program instructions executable by the processor to determine the average amount of soil moisture using the relative position of a straight line or curve according to the regression equation, in a theoretical value for sensitivity of the SNR of the LHCP signal according to the pre-calculated altitude angle in different soil moisture amounts.
