When the user equipment performs intercell measurements, it is desirable to measure the signal quality and signal level of the source radio access technology (RAT) cell and the target cell. The signal quality measure may be Squal and the signal level measure may be Srxlev. Since Squal is not defined for TD-SCDMA, a new metric is defined to allow proper comparison of target RAT cell measurements and source RAT cell measurements when the user equipment considers switching to the target cell.
