The present invention relates to a hydrogen generation MEA capable of detecting real-time hydrogen leakage and a method of manufacturing the same. That is, in the present invention, a metal oxide membrane capable of detecting hydrogen on an oxygen generating electrode in which oxygen is generated by reducing impregnation of a precious metal catalyst layer such as Pt on a hydrogen generating electrode and an oxygen generating electrode with an electrolyte membrane interposed therebetween. By further applying a layer, the present invention relates to a method of manufacturing a membrane electrode assembly capable of detecting whether leakage of hydrogen when moving to an oxygen electrode in real time through visual or optical equipment.
