The metal phase of the second layer is selected from a metal catalyst and Al, Ca, Ce, Cr, Fe, Mg, Mn, Nb, Pr, Ti, V, W or Zr, any oxide thereof, or any combination thereof. Dopants. The second layer may comprise a ceramic phase comprising ytterbium oxide-ceria-scandia-stabilized zirconia (YCSSZ).
