The present invention relates to a device for measuring the quality of underground water and predicting an earthquake. The purpose of the present invention is to provide a device for measuring the quality of underground water and predicting an earthquake, which has measurement accuracy capable of measuring even a change of water waves in mm and can observe the quality of the underground water in a deep part. The device for measuring the quality of underground water and predicting an earthquake includes: a first cylindrical sensor module (10) having an acceleration sensor (11) and a water temperature sensor (12) and floating on the surface of the underwater water in a tubular well; a second sensor module (20) including a radon sensor (22) and a conductivity sensor (21) and installed at intervals in a predetermined distance to the lower side of the first sensor module (10); and a server (40) receiving and processing measurement data from the sensors of the first sensor module (10) and the second sensor modules (20). The first cylindrical sensor module (10) includes a cylindrical penetration area (111) vertically penetrated along a center axis. The second sensor module (20) is connected and supported on a wire (25) penetrating the penetration area (111) of the first sensor module. The server (40) detects the water waves based on the measurement data measured by the acceleration sensor (11). The server (40) also predicts earthquakes based on the measurement data measured by the radon sensor (22) and the detected water waves.
