A process for reducing pollutant discharge in the production of phenol and acetone, comprising at least one of the following steps: (A) Collection of phenol-containing wastewater obtained from a phenol and acetone production plant, adjusting the pH to an acidic pH Value, and implementations of extraction and recovery of phenols in wastewater using cumene as extractant; (B) reducing the acetone content in the waste water from a column bottom by optimizing the process of an acetone separation column; (C) treating the waste water from the column tray of the acetone separation column by using a selectively permeable membrane, and recovering liquor; (D) neutralizing the effluent obtained in step (C), mixing the neutralized effluent with a condensate liquid at the head of a cumene oxidation column, and performing a detoxification treatment; (E) performing an oil separation treatment on the whole waste water discharged from the phenol-acetone plant, and recovering the organic matter including the hydrocarbons; and (F) performing a biological treatment, a coagulation-sedimentation treatment, and an enhanced decomposition treatment on the waste water subjected to the oil-separation treatment. The process has at least one of the following characteristics: recovery of raw materials, increase in product yield, reduction of pollutant discharge, low wastewater treatment costs and stable quality of the water obtained.
