A static discharge discharger (1) comprises a charger (20) having one or more charging units (21, 22) and a grounded needle-shaped conductor (30). The charger (20) is configured to charge an insulating film (11) so that the absolute value of the surface potential of the insulating film (11) is 3 kV or more. The needle-shaped conductor (30) is arranged to generate a corona discharge between the needle-shaped conductor (30) and the insulating film (11) charged by the charger (20). This allows the static charges on the insulating film (11) can be reliably eliminated.
