Battery management systems with battery state of charge (BSE) control logic, methods of making / using / mounting a battery cell with a reference electrode, and electric-powered vehicles equipped with a drive battery pack and BSE capabilities are disclosed. In one example, a battery cell assembly includes a battery case having an electrolyte composition in the battery case. The electrolyte composition transports ions between the working electrodes. A first working electrode (anode) is attached to the battery housing and is in electrochemical contact with the electrolyte composition. Similarly, a second working electrode (cathode) is attached to the battery housing and is in electrochemical contact with the electrolyte composition. A reference electrode is interposed between the first and second working electrodes and is in direct electrochemical contact with the electrolyte composition. The reference electrode and one or both working electrodes cooperate to output a half cell voltage signal indicative of the battery state of the battery cell assembly module.
