A fifth generation (5G) New Radio (NR) subscriber equipment device includes one or more baseband processors for encrypting a UE measurement capability message for transmission to a serving cell, wherein the UE measurement capability message indicates that the UE is capable of performing a reference signal received power (RSRP) measurement at least in part based on a first number of resource elements (REs) transmitted from a target cell per duration of a second number of Orthogonal Frequency Division Multiplexing (OFDM) symbols, and a memory for storing the UE measurement capability message.
