The invention encompasses processes and systems for fighting littering by mounting high definition cameras in strategic positions to produce high resolution images to be evaluated by a neural network. Images containing suspected offences are forwarded to a human validation station to identify an action of littering. The system then initiates a data gathering action to identify the offender which could result in the issue of a fixed penalty notice. A feed-back loop could be included to continuously improve the neural net work's performance. Additional system modules are provided for identifying fly-tipping and badly or unsecured loads on vehicles in a similar way. Means for activating street cleaning activities are also provided.
