A water engineering project seepage characteristic fusion sensing system, comprising a leakage risk optical fiber positioning apparatus, a seepage flow rate distributed optical fiber monitoring apparatus, an saturation line in-line diagnosis apparatus, and a seepage characteristic optical fiber self-adaptive identification apparatus. The system first utilizes the leakage risk optical fiber positioning apparatus to implement positioning of a leakage point of a water engineering project, then utilize the seepage flow rate distributed optical fiber monitoring apparatus to monitor the seepage flow rate of the water engineering project, implements in-line diagnosis of an entire water engineering project structural section saturation line by means of the saturation line in-line diagnosis apparatus, and finally uses the seepage characteristic optical fiber self-adaptive identification apparatus for overall monitoring and evaluation of a current seepage characteristic, thus completing water engineering project seepage characteristic fusion sensing. Also provided is a water engineering project seepage characteristic fusion sensing method. By means of the four water engineering project seepage detection apparatus, relying on the materials and mechanical properties of a water engineering project, with the aid of a distributed optical fiber monitoring technique, optical fiber optical information changes are acquired at multiple levels and from multiple angles, thus indirectly completing monitoring and sensing of water engineering project seepage characteristics.
