A power turbine device comprises: – a venturi tube (12) with a water inlet convergent nozzle (121), a throat and a water outlet divergent nozzle (122); – a first volume (107B), communicating with the throat in the lower part, comprising an upper opening (109) and a suction opening (108); – a second volume (107H), comprising a water tapping (14) in the upper part, open in the lower part onto the upper opening (109); – a third volume (141), communicating with the first volume (107B) via the suction opening (108) in the lower part, and comprising an air intake (16). A turbine assembly 10 is arranged in the second volume (107H), a turbine determining a cross section for the passage of water from the second volume towards the first volume (107B), and the lateral walls of each of the first volume, second volume and third volume determining volumes which are fluidtight, apart from the openings provided.
