To provide a steam superheating device which can prevent superheated steam from being discharged at a low temperature to stably supply the superheated steam to a load device even at the start of operation control.SOLUTION: A heater 20 heats steam to generate superheated steam and has: a steam circulation pipe 26 in which steam circulates; a burner which heats the steam circulation pipe 26; a pipe temperature sensor 27 which detects a temperature of the steam circulation pipe 26; and a control part 60. The control part 60 has: an operation control part 62 which performs operation control for controlling the burner to generate the superheated steam based on a temperature of the superheated steam; and a preheating control part 63 which performs preheat control for controlling the burner to preheat the steam circulation pipe 26 so that a temperature of the steam circulation pipe 26 becomes a predetermined temperature based on an output of the pipe temperature sensor 27.SELECTED DRAWING: Figure 1
