To make it possible to easily and appropriately arrange a volume in a node in a storage system including a plurality of general-purpose sever nodes.SOLUTION: An SDS-PaaS management server 1 includes: a performance information collection unit 12 that collects system configuration information in a past processing system that uses a past volume and performance information of the past volume in the past processing system; a configuration management unit 13 that acquires system configuration information of a new processing system using a new volume; an arrangement management unit 15 that determines a past processing system similar to a system configuration of the new processing system on the basis of the system configuration information of the past processing system; and a performance prediction unit 14 that predicts load information of the new volume on the basis of the performance information of the past volume used by the past processing system determined to be similar. The arrangement management unit 15 configures so as to determine an arrangement plan of the new volume on the basis of a prediction content of the load information.SELECTED DRAWING: Figure 1
