To provide a method for manufacturing an antiviral substrate with excellent coating performance, which can manufacture an antiviral substrate which has excellent antiviral properties and a high transparency, etc. and, therefore, can sustain such characteristics as transparency, surface color, etc. of a base material.SOLUTION: A method for manufacturing an antiviral substrate has: an attachment step in which to the surface of a base material, attached is an antiviral composition having a bivalent copper compound to be dissolved in water, an uncured binder comprising an electromagnetic wave-curable resin, water as a dispersion medium and a polymerization initiator, and a curing step in which the uncured binder comprising the electromagnetic wave-curable resin, of the antiviral composition attached in the attachment step, is cured, to fix the uncured binder comprising the electromagnetic wave-curable resin to the surface of the base material.SELECTED DRAWING: None
