PROBLEM TO BE SOLVED: To provide a hygiene management device, a hygiene management method and a hygiene management program capable of performing hygiene management of a person in a facility requiring hygiene management of the person. SOLUTION: A hygiene management device recognizes a person based on an imaging unit that captures an image of a person using sanitary equipment and an image captured by the imaging unit, and identifies an individual based on the recognized result. A part and an output part that selects and outputs one of the explanations in multiple languages for a person to ensure hygiene by using sanitary equipment according to the part and the individual specified by the specific part. A counting unit that counts the number of times an individual specified by the department has used the sanitary equipment, a storage unit that stores an image showing the recommended usage when using the sanitary equipment, and a sanitary equipment that the individual identified by the specific department uses the sanitary equipment. It is provided with an image captured by the imaging unit when using the above, an image indicating the recommended usage method stored in the storage unit, and a display unit that displays the number of times counted by the counting unit.
