PROBLEM TO BE SOLVED: To provide an in-vehicle update device capable of preventing a vehicle from performing an unexpected operation due to erroneous transmission of command data related to a program update process stored in the in-vehicle device to the in-vehicle device. An in-vehicle update device obtains a communication unit that communicates with an in-vehicle device having a storage unit that stores a program rewritably, and an update program for updating the program stored in the storage unit from the outside. It is provided with a first processing circuit that executes update processing of the program stored in the storage unit in the acquired update program, and a second processing circuit that executes processing for creating data that is not created by the processing of the first processing circuit. The first processing circuit executes a process of adding the data created by the second processing circuit to the command data for instructing the in-vehicle device to update the program and transmitting the data from the communication unit to the in-vehicle device.
