According to the present invention, a seizure is detected on the basis of the rate of coincidence between: the phase of a signal, among brain wave signals, that is in a first frequency band; and the phase of a signal that is in the first frequency band and is extracted from an envelope of a signal, among the brain wave signals, that is in a second frequency band which is a higher frequency band than the first frequency band.
