PROBLEM TO BE SOLVED: To provide a solid lubricant capable of reducing torque and extending a bearing life while having high biodegradability, and a solid lubricant-encapsulated rolling bearing in which the solid lubricant is encapsulated. SOLUTION: A solid lubricant 17 is a solid lubricant which is a solid body of a mixture containing a grease containing a base oil and a thickener and an ultra-high molecular weight polyolefin, and the thickener is a fine cellulose fiber. The base oil contains 1 to 10% by mass based on the total mass of the base oil and the thickener, and the base oil contains 70 to 95% by mass of molecules having a molecular weight of 100 to 2000 and 5 to 30 molecules having a molecular weight greater than 2000.
