To provide a technique which, in monitoring a region in which a person who has agreed with use of a face image and a person who has not agreed with the use coexist, is capable of accurately searching all the persons.SOLUTION: Tracking means performs tracking processing for tracking a locus of a tracking target person in a plurality of temporally consecutive images obtained by imaging a monitoring target region and thereby specifies a current position of the person in the monitoring target region. Face detecting means uses the face image of the tracking target person and detects the person from the images.
