PROBLEM TO BE SOLVED: To give an appropriate maneuvering sensation to a pilot in an aircraft maneuvering device and a maneuvering device of an aircraft maneuvering simulator. SOLUTION: A control device 100A has a reaction force of a control end 10 for controlling an aircraft 1, an offset value for canceling an external force acting on the control end 10 other than the operation force, and a value corresponding to the operation position of the control end 10. A reaction force generator 20 applied to the control end 10 and a reaction force control unit 30A for controlling the reaction force generator 20 are provided. The reaction force control unit 30A sets a value as an offset that cancels an external force calculated to act on the control end 10 based on the attitude of the aircraft 1. With this configuration, even if the attitude of the aircraft 1 changes, the maneuvering sensation of the operator can be kept constant.
