PROBLEM TO BE SOLVED: To provide a unified significance map coding method and apparatus. The apparatus includes a video encoder that encodes a plurality of conversion coefficients of at least a part of a picture. The conversion factor is obtained using a plurality of conversions. For these transformation factors, one or more context-sharing maps are generated based on unified rules. These one or more context sharing maps provide at least one context shared between at least a portion of the transformation coefficients obtained from at least two different transformations of the plurality of transformations described above.
