PROBLEM TO BE SOLVED: To provide a taxi vehicle waiting order management device and method, and a system equipped with the taxi vehicle waiting order management device capable of accurately managing a taxi vehicle waiting order.;SOLUTION: A vehicle data acquisition unit 24a cumulatively acquires, via a communication unit 21, vehicle data including position information relating to a position of a taxi vehicle whose waiting registration place is preregistered and identification information for identifying the taxi vehicle. A taxi vehicle identification unit 24b identifies, based on the position information, the taxi vehicle entering a registration area predetermined based on the waiting registration location.
