PROBLEM TO BE SOLVED: To efficiently transfer update data from a first device to a second device and distribute the update data from the second device to a third device.;SOLUTION: In an electronic control system for vehicle 1, a second device 13 includes: a transfer target file specification unit 82a for specifying a file including update data to be written into a third device as a transfer target file; a first data size specification unit 82b for specifying the size of first data to acquire the transfer target file specified by the transfer target file specification unit; and an update data distribution unit 73 for distributing the update data to the third device, using a divided file transferred from the first device.
