PROBLEM TO BE SOLVED: To provide a program for a vehicle re-writing system that efficiently generates specification data for appropriately selecting an electronic control device to be updated and re-writing data.;SOLUTION: A center device 3 indicates whether update data of a plurality of devices to be updated, target device IDs, and program storage memories for the target devices are on one surface or a plurality of surfaces, on the basis of a memory configuration referred to during update and roll back of the target devices and an address for reading out the update data, stores a distribution package including specification data and update data in which the IDs, memory configuration, and address for the target devices are generated in accordance with a predetermined data structure determined in advance, and distributes the distribution package to a vehicle-side system 4 in response to notification from the vehicle-side system (203).
