A low pressure residue (PSA residue) that at least reforms hydrocarbons, followed by CO conversion, produces a high pressure gas stream of ultra-high purity oxygen, with two major components being carbon dioxide and hydrogen. ) Is a hydrogen-producing plant capacity-enhancing process that involves purification of hydrogen by PSA-H2 to produce hydrogen and hydrogen-damaged residue from PSA residues to the level of PSA residues. This is done by installing an EHS electrochemical cell to supply the material (EHS cell residue), the additional hydrogen stream recovered in the EHS cell is compressed and sent to the inlet of the PSA unit, therefore. The hydrogen production of the plant is increased, while the purity of the hydrogen produced by the PSA remains unchanged.
