To maximize combustion energy and contribute to reduction in NOx and SOx and reduction in environmental load by effective carbonization and uniform secondary combustion of petroleum, coal, industrial wastes, solid biomass and the like.SOLUTION: A device for using organic substances such as petroleum, coal, solid biomass and industrial wastes for duplication combustion heat source to convert it into steam and generate power jets heated secondary air in a form of a high-pressure air film so as to wrap a burner flame inside a combustion device or primary combustion flame of solid biomass, industrial wastes and the like and burns them at higher temperature to maximize combustion energy and further, contribute to reduction in NOx and SOx and reduction in environmental load by adding oyster shell, coal powder and petrifaction powder.SELECTED DRAWING: Figure 1-D
