To provide a map creation apparatus, a robot, a map creation method and a map creation program that create a map appropriately representing a peripheral environment.SOLUTION: A map creation apparatus 10 includes: an acquisition unit 11 that acquires an image photographing a space where a map is created; an identification unit 12 that identifies a type of an object included in the image; a first creation unit 13 that creates a painted-out image in which an area including a predetermined type of object is painted out with a predetermined color in the image; a second creation unit 14 that creates a complementary image created by complementing the painted-out image by in-painting processing and removing the predetermined type of object; and a creation unit 15 that creates a map of the space based on the complementary image.SELECTED DRAWING: Figure 2
